March 7-8, 2006, Vientiane, Lao PDR

The CUTS Centre for Competition Investment & Economic Regulation (C-CIER) is organising a training workshop on generic issues related to competition policy and law implementation for Laotian competition authority officials, in Vientiane, Lao PDR, during the 7-8 March 2006, within the framework of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project).

The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. This training workshop is one of the various capacity building activities, which have been and are being undertaken in the second phase of the project, aimed at applying and disseminating the first phase’s research findings.

Designed as a blend of theoretical analysis and hypothetical case study, the training workshop will draw on the rich and varied experiences of several competition experts, to help formulating an applicable and effective approach for establishing a competition regime in Lao PDR vis-à-vis the country’s new competition statute, the Prime Minister’s Decree on Trade Competition No. 15/PMO, which has just been adopted in early 2004 and yet to be implemented.
