‘Implementation of the Common Minimum Programme is a huge concern’

CUTS Centre for International Trade, Economics & Environment (CUTS-CITEE), in association with the Friedrich Ebert Stiftung (FES), New Delhi, organised a National Seminar: “The Common Minimum Programme and Iits Prospects on Economic Reforms”, at India International Centre, New Delhi on September 14-15, 2004. The objective was to discuss and debate issues relating to the Common Minimum Programme, which focuses on economic substance, developmental aspects and stakeholders’ participation.

 Pradeep S. Mehta, Secretary General of CUTS International said that economic reforms are not new in independent India. In today’s context, the major concern is whether the nation is witnessing “jobless growth or not”. We need to understand the complexities of the system and see how to grow and balances the concerns of different communities.

CUTS on CTI/CMS Panel

Pradeep S Mehta, Secretary General, CUTS International has been appointed as Honorary Senior Fellow in the Centre for Trade and Investment (CTI), Centre for Management Studies (CMS), in Harish Chandra Mathur Rajasthan State Institute of Public Administration (HCM-RIPA), for a period of three years.

CUTS Centre for Investment and Economic Regulation (C-CIER) will organise a two-day review meeting of the project entitled “Towards a Functional Competition Policy for India” on October 30-31, 2004 atChokhi Dhani, Jaipur. The project aims to get a better understanding of the competition scenario in India. Peer Group Review Meeting on “Stocktaking of Progress towards Sustainability”
India International Centre, New Delhi, India, October 28, 2004

CUTS is conducting a pilot study entitled, “Stocktaking of Progress towards Sustainability (SoPS)”, supported by the Ministry of Environment and Forests, Government of India, the peer group review meting of which will be held on October 28, 2004 at the India International Centre, New Delhi, India. The SoPS project studies how certain environment related laws are implemented in India and their appropriateness vis-à-vis the Johannesburg Plan of Implementation and the UN Guidelines for Consumer Protection.

Seminar on “Can Africa trade her way out of poverty?"
Nairobi, Kenya, October 25- 26, 2004

CUTS-Centre for International Trade, Economics & Environment (CUTS-CITEE), Nairobi, in partnership with Friedrich Ebert Stiftung, will be holding a regional seminar: “Can Africa trade her way out of poverty? and the poor?” in Kenya onOctober 25- 26, 2004. The seminar’s main theme will be Pro- Poor Trade Policy for Ssub- Sahara Africa. It will draw participants from Africa and Asia, and will serve as a platform for South-South dialogue on lessons and experiences of trade liberalisation and its impact on the poor.

Seminar on "Consumer friendly Cable TV System"
India International Centre, New Delhi, India, October 18, 2004

CUTS had undertaken a project on Cable TV in India with the support of the Ministry of Consumer Affairs. The project comprises of research and field surveys in the four metros. To discuss these issues, CUTS is organising a one-day seminar on  “Consumer friendly Cable TV System” on October 18, 2004 at the India International Centre, New Delhi, India. The meeting seeks to: sensitise policy makers on the need for strengthening the cable TV regulation in the country; sensitise cable TV operators, channel providers and others on consumer interests and inject a sense of self-regulation between and amongst them to ensure that these interests are protected; and provide a platform to various stakeholders to air their views on the findings of the project report and come out with recommendations, which would lead to a consumer friendly cable TV system in the country.

CUTS Centre for Competition, Investment and Economic Regulation (CUTS C-CIER) is organising a seminar on: “Competition Policy for India” on October 5, 2004 at Hyderabad, India. This seminar seeks to bring national & and international experts on competition to facilitate exchange of ideas for developing a functional competition policy for India.  The framework of the seminar would encompass various components of competition policy in the Indian context from its evolution to the current scenario at national and international levels.

Regional Launch Meeting of 7-Up 2 Project on “Advocacy and Capacity Building on Competition Policy and Law in Asia”
Dhaka, Bangladesh, September 22-23, 2004

CUTS Centre for Competition Investment & Economic Regulation (CUTS C-CIER), in collaboration with Bangladesh Enterprise Institute (BEI), Dhaka, Bangladesh organised the Regional Launch Meeting of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project) on September 22-23, 2004 at Dhaka, Bangladesh. The project aims to accelerate the process towards functional competition policy and law for selected countries (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advance an enabling environment for the law and policy to be better enforced. The participants in the meeting discussed promoting a healthy competition regime in the project countries and the strategies and actions required to achieve the objective.

This paper examines how protectionism has influenced the use of trade remedial measures and it makes a comparison between anti-dumping measures and safeguard measures.

FDI in South Asia: Do Incentives Work? A Survey of the Literature

This paper has looked at the understudied issues of FDI policies in South Asia, particularly from the point of view of the effectiveness of performance requirements imposed by host countries and the costs of accompanying incentives.

WTO Agreement on Rules of Origin: Implications for South Asia

The paper tries to critically examine the WTO proposal on the harmonised rules of origin (RoO). The study has looked at its implications on South Asian countries, especially India. Further, in view of the contentious nature of the RoO pertaining to textiles, and the big stakes involved for South Asia, the study places special emphasis on textiles and clothing.
