UtiLetter is a quarterly publication from CUTS-Consumer Action Research and Training (CART) covering emerging issues in basic utilities like Power, Water, Transport, Communication and others.

 It is an attempt to keep inform all stakeholders about latest developments in these areas and to buildup their capacity,  to ensure peoples' active  participation in the reform process taking place in these sectors in India. 

It also aims at sensitise consumers to make intelligent interventions at various appropriate platforms so that they can raise their voice for collectively demand of their rights to quality of services.
